If the firewall of your workplace internet connection or your ISP is set to block proxy servers, you will get a 'page cannot be displayed' type of error when trying to authenticate into library resources. 

The first thing that you can try is a new browser.  Firefox, Chrome, and Safari are good alternatives to Internet Explorer.  Try deleting your cache and cookies as well.  If you still cannot access library resources off campus, submit a trouble ticket so we can investigate further.
